1. Launch, Mandate & Scope

  • Full Form: PAIMANA stands for Project Assessment, Infrastructure Monitoring and Analytics for Nation-Building.

  • Nodal Ministry: Ministry of Statistics and Programme Implementation (MoSPI); officially launched on 25 September 2025.

  • Legacy Replacement: Replaced the older OCMS-2006 (Online Computerized Monitoring System) to monitor Central Sector infrastructure projects costing ₹150 crore or more.

  • UPSC Focus: Prelims: Nodal ministry, project cost threshold (≥ ₹150 Cr), legacy portal replaced | Mains: GS 3 - Capital expenditure monitoring & infrastructure delivery.


2. PAIMANA-CRIP & Inter-Ministerial Data Integration

  • Central Repository: On 8 July 2026, MoSPI launched the PAIMANA-CRIP module (Central Repository of Infrastructure Projects), replacing DPIIT’s Integrated Project Monitoring Portal (IPMP).

  • API Integration: Over 60% of projects update automatically via direct API links with the internal MIS systems of line ministries (MoRTH, Railways, Coal, Petroleum).

  • Review Linkage: Serves as the single source of verified project data for high-level monitoring mechanisms like PRAGATI (Pro-Active Governance and Timely Implementation) and the PMG (Project Monitoring Group).

  • UPSC Focus: Prelims: PAIMANA-CRIP module function, API integration | Mains: GS 2 - Digital Public Infrastructure (DPI) & Institutional Reform.


3. Performance Monitoring Dashboard & Indicator Framework

  • Multi-Dimensional Metrics: Launched on 16 April 2026, tracking 165 indicators across 6 key sub-sectors: Civil Aviation, Roads, Power, Ports/Shipping/Waterways, Telecom, and Railways.

  • Paradigm Shift: Moves away from measuring pure output/production toward evaluating three holistic dimensions:

    1. Access: Measure of availability and geographical coverage.

    2. Quality: Measure of usefulness, safety, and operational reliability.

    3. Fiscal Cost & Revenue: Assessment of financial health, affordability, and capacity utilization.

  • National Alignment: Framework developed with the National Institute of Public Finance and Policy (NIPFP) and aligned with Department of Economic Affairs' Harmonized Master List (HML) of Infrastructure (2022).

  • UPSC Focus: Prelims: Harmonized Master List of Infrastructure, NIPFP role, 6 sub-sectors covered | Mains: GS 3 - Evidence-based policymaking & cost-overrun prevention.


4. Infrastructure Portfolio Footprint (Data as of June 2026)

  • Overall Portfolio: Monitors 1,847 ongoing Central Sector projects worth ₹40.54 lakh crore across 17 Ministries/Departments, with cumulative expenditure reaching ₹21.97 lakh crore (~54.18%).

  • Scale Breakdown:

    • Mega Projects ($\ge$ ₹1,000 crore): 769 projects worth ₹30.51 lakh crore.

    • Major Projects (₹150 crore to ₹1,000 crore): 1,078 projects worth ₹5.10 lakh crore.

  • Top Sector: Transport & Logistics leads with 1,341 projects worth ₹22.32 lakh crore, with the Ministry of Road Transport & Highways (MoRTH) managing 1,022 projects (~55% of total projects under watch).

  • Physical vs. Financial Completion: ~39% of projects (709) have crossed 80% physical progress, while ~19% (337) have passed 80% financial completion.
